try enabling encryption for torrents (if your isp is throttling you, this should help). next, SEED, torrent clients track how much you upload, if your ratio of upload:download is less than 1, torrents put you lower in the queue. the more you upload, the better your speeds. I personally use bitcomet I can get speeds up to 1.4mb/s and average about 600kb/s.
