My theory about the Sibyl-System:
It doesn’t work on Makishima, because he is a psychopath. The existence of psychopaths is kept secret, not to hide the flaws of the Sibyl-System, but to hide the fact that there is no supercomputer running the system; it is run by captured psychopaths.

Pet theory:
Makishima and Kozabura view killing as a necessity more than a desire, so their crime coefficients do not rise when they do shit. I mean, the system will not find an irregularity if they “think” that all they are doing is similar to breathing and/or eating. Hm.
