If you want pure, uninformed speculation -Helvetica is a font or typeface, as you probably know. As a manga creator, you might separate out drafts for one-shot short story panels or ideas with minor or non-returning characters from the continuing story arcs by using a different font or typeface. “Standard” might be how some refer to the normal, non-bold, non-italicized, non-narrow version of this font. Readers/watchers will eventually come to understand that sections titled “Helvetica Standard” refers to isolated one-shot short stories or comedy bits.
Otherwise, no idea.
