That depends on what you qualify as a lie. Stun Gun manufacturers measure their maximum voltage without a load(no bodies in the way to cause resistance) because the really high numbers they can achieve sound impressive and it is relatively easy to achieve extremely high voltages at micro-amperage. The actual voltage you'll achieve when applied to a person is much harder to measure as numerous factors effect a person's overall electrical resistance, not to mention that there just aren't that many people lining up to get zapped for a living.
