Sometimes, Japanese subtitles (also with some files like mp3 or videos with it's details).. It shows "'Ü‚¾ ‚P‚W΂¶‚á‚È‚¢‚ñ‚¾" or something like it, I don't have any idea on how to work with this..
My desktop didn't have this problem (which is now screwed up and unable to use)..
Sometimes on my browser too..

Help?
I'm running Windows 7 Home Premium 64-bit. (new laptop so i'm still getting used to it)

1. Click on the menu button on the taskbar.

2. Click on the control panel icon

3. Once control panel is opened. You should find a folder named "Regional and language options"

4. Double click on this icon.

5. A window will pop-up

6. Then there you can change the language. ( to change it is the first thing on that window )

7. Bottom one is the Japanese language, or look for whatever language you want.

No, i don't see this, i'm on windows 7 (which i'm totally new to it)

Pretty sure you're gonna need to upgrade your windows 7 to Ultimate or something else, I think Home Premium doesn't support language change :<

Go Control Panel, Clock language and region, Go Administrative tab, there it says language for non-Unicode programs, change to Japanese. Or you can change your actual language here. This is for Windows 7.

Won't everything change to japanese? like Itunes would? (Itunes update uses non-unicode) as well as other applications, like nero burner or something

For the non-unicode it wont or at least mine didn't. But you can always change it back.
