Jdownloader and other programs that bypass captcha are a good bet (Firefox has several such add ons, I think). Otherwise, if the captcha is really the problem, paid FS membership skips the captcha I believe. A rotten solution, but if that suits your needs... Start with a short membership if you do, in case the captcha is the symptom rather than the problem.

The way the IWF filter works is that a specific file on the site (in this case Fileserve) is reported and blocked. However from then on, the rest of the site is monitored, this is where the problem kicks in.
Sites like Fileserve use IP detection and because the site is blacklisted, everyone on that ISP trying to access the site will seem to have the same IP, from Fileserve's perspective, so you'll get errors. It's a side effect of the IWF system and JDownloader will not solve this. Premium accounts to file hosting sites generally do work.
