IE -
1) Double posting -only if you were the last to post yesterday, for example. Or when posting videos or the like. Otherwise you are warned (if you're caught) and then banned for a week if it continues to be a problem. Permanently if it even yet remains a problem
2) Inactive acounts, need not have an account. Thats all there is too it. If you don't post on a semi-regular basis, you're gone. This holds especially true for old accounts with 0 or very few posts.
3) Phrases, comments, or the like that add nothing to the topic at hand should be directed straight to the users account and not spamming the thread with your retardation. one sentence replies generally fall into this category as they rarely say enough to add any context.
4) People without accounts should not be able to view the anime downloads section.
5) Remaining somewhat active is an obvious requirement for an account, otherwise why are you here? to leech? Obviously this will be moderated by admins and mods and acted on accordingly. No one is saying you need to post everyday to be considered active. But if people don't know you even a little in the forums, chances are you're not active.
6) If you have been reported, say 5 times, you are banned for a week. If you continue to be a nuisance to the community, permanently. Some users should be immune, but this is yet again to the discretion of the admins, mods. Furthermore, admins and mods should collaborate when banning, rather than acting out of their own volition. (to avoid personal discrepancies)
For the most part I think this sums up the basics to forum management... IMO.

I definitely agree with this.
Implementing a system like that would kill off leechers and probably help grow the active community, which is what we want, isn't it?
