Considering I am not the owner of the site, I can't be positive of which one it is.
Either, you need to upgrade the host, since it can't handle all the members.
Or simply, you are getting DDoS'ed and site has no protection/can't handle it.

Evidence:
mysql_connect() [<a href='function.mysql-connect'>function.mysql-connect</a>]: Too many connections

That happens waaaaaay to much.

It's pretty funny, most of the time it tells me website is not working, directs me to the forum and forum says Database error :3

We are well aware of the problem. It's really hard not to notice.
So you do not need to tell us these things.
