Errr here are 2 ways of changing the resolution of your image...
If you scanned it in as 200dpi, then either make a new file with 72dpi (and 800x600px) and drag and drop you image into the new created window. If you're image is to big scale it by using the free transform tool (ctrl+T) and (IMPORTANT!!) keep the "Shift-key" down when resizing.

Or
Take your image and goto Image->Image Size... (Alt+Ctrl+I)
Change the resolution to 72.
(don't forget by doing this the dimensions will change as well, so you'll have to typ in the correct width and/or height again after you've changed the resolution)
Then press ok and you're done. ^^
