It wasn't haki, if it was, the bounty hunters would have fainted. The bounty hunters were just afraid of him because of his reputation and bounty.

i think he will eventually haev haki...since i was seeing an old episodes...and there i saw him training and saying there will more ppl with devil fruit powers mainly logias...so he needs to be able to kill them...thats were haki comes in...
