Nibletsauce. You could sigtutorial.com one instead of wasting your time creating a longass file with some pics about sharpening.

Since most people only look at pics, let's TL;DR it.

TL;DR: Sharpening can be used if you wanna make the focals stand out or the render. Blur can be used to make a render blend in(I think smudging owns Blur in some cases). I guess that's all. :O
