What are the best programs to use when making a signature?

So I'm getting pulled further and further in to the anime/manga world and I'm starting to get interested in making signatures. So I am wondering what programs should I use to make a signature that isn't crazy difficult to use.

You could use any Graphic Processors, cause it's all about creativity and such... but I would recommend Photoshop or Corel PhotoPaint, it's easier to use those software.
