No problem.

Sure I'll tell you from the very beginning, explaining every little step.

First get yourself photoshop CS3 or CS4 extended. (a trial, cracked or bought version)
Open the gif in photoshop by going to file->Import->Video Frames to Layers...
You'll notice that you can't see the gif file(s), don't worry that's normal. ^^
Were you are supposed to fill in the filename, type "*.*" without the "".
Now you'll be able to see your gif files. Select your gif and press "Load".
Make sure "Make frame animation" is one (a "v" is visible) and press ok.
To your right you'll see the frames of your animation as layers, that's not your animation!!
If you don't see another window with Animation (Frames) on it then goto "Window" and click on "Animation".
That is the animation. The number below every picture is how fast it changes to the next picture (delay time).
Increase that delay time and the gif will play slower.
The reduce the size goto Image->Image Size... (Alt+Ctrl+I), then reduce the size. Make sure it's set to bicubic sharper, it'll give you better quality when reducing the size.
Finally goto File->Save for Web & Devices... Select GIF and click "save", choose a place to save and you're done. ^^

Waaaah, I was gonna make a animated gif of my avatar but my laptop died I can't even find the damn scene online to request it. I offer much love to anyone that cares enough to make it for me Just want to damned nekobus to blink. Was thinking of maybe cutting it down to just the head and the kids, but it'd depend on how it looked.
