yeah, I can open any video format in VirtualDub, but that's not exactly the case... MP4, AVI, MKV, OGM... etc... they're all containers, in other words, these files contain two files, one is the video file, and the other is the audio file.
so, practically, I can make an h264 video and place it in either MKV or MP4, and the result will be identical... but, if my VirtualDub can't decode H264 videos, then neither the MKV nor the MP4 file would open...
try to install Haali Media Splitter, google it and download it, then try to open your files with VirtualDub by dragging them with your mouse into the VirtualDub window.
