The same as downsizing, only you make the resolution bigger instead of smaller. lol

I think this guy might be talking about upscales such as toradora's 720p or something like that...

This is nothing special, you don't even need an encoder, just remux it with 720p as output, and it's done.
But you don't gain quality (logic).

thanks for the info guys... i was gonna upscale tenchi ova 3 but now it'll be a waste of time.. anybody know where i can get a 720p version tenchi ova 3 !?

At least some one had the nuts to answer my question instead of insulting me and my understandings of upscales which I already clearly mention on my first post that I understand that upscales are garbage, but I want to know how it's done. Thanks chomio.

gah what u need is some avisynth filters like msharpen combined with smoothner's like FLD and encoder like Minicoder , Megui , Handbrake, Staxrip or u could just use Command Line
and then encode the selected video to 720p using those filters, u need some extreme placebo settings just to obtain good results and powerful cpu , search the net u would find many tuts otherwise u could go to doom 9 forums for more info
