Nope. I'm still kinda right 'coz:
1. The Japanese government already approved Sony to relaunch PSN in Japan on early June
2. We can access Japan PSN but only not the store
3. Japan PSN only restored a few service on June, but now completely resume all service
4. Yes they've blocked users from outside Japan from accessing most PSN function until now

1 more thing, I already changed my Japanese account password on early June. It is PlayStation Store in Japan is the one not resuming operation at that time, not whole of Japan PlayStation Network
