Is the fourth option selectable as "Harem"? After all, it is an anime..

But if we're talking realistically, I'd have to say Rukia is the best match for him. While Inoue and Nel are with him, and both really like him - Rukia is what Ichigo has on his mind. Like mentioned in the series it's probably due to the fact that she changed his destiny - starting everything to begin with. Ichigo couldn't help but have feelings towards something like that, and I think I'd feel the same way in that situation.

And not that I'm trying to persuade anyone, but...

Of the three, Orihime has the strongest feelings. And if I recall correctly, she's the only one that's admitted (to herself, and kind of to Matsumoto) that she loves him.

Gotta go with Rukia, she's a better match for Ichigo and besides, it doesn't matter if Orihime is the only to actually admit she's in love with Ichigo, its Ichigo's feelings that matter, and its pretty obvious Rukia is the closest to his heart and has been since the beginning.

^Ehhh... that's hard to really judge. Two entire story arcs were dedicated to saving both. And Ichigo went to any length to rescue them both. And really, other than claiming they're his friends and showing he'd do anything for them, he hasn't actually shown any affection towards them.
