I think you're mixing up theme and genre...
Theme refers to what a story is based around. Examples: family, fear, war, love, conflict, adventure, ... Genre is a way of categorising texts by what is in the story. Examples: Sci-fi, comedy, drama, romance, ... Steampunk is a sub-genre of fantasy and speculative fiction and Cyberpunk is a sub-genre of Sci-Fi.
