They are going to cover the whole SISTER's arc which can never be completed in 1 OVA episode, unless it's 50 - 60 minutes. x3

They just have to make the beginning of the sister arc. The end is already in the Index. It was the same in the manga.

to aru kagaku no railgun is nice, but index is way nicer, there is not much action in railgun :S

I agree, index is way better. Kagaku isn't bad but it's just a bunch of mini plots. While index was also a lot of miniplots, they were a bit more related to each other and there WAS a main plot too, though it stayed just half way through.
