Why do some characters keep their eyes shut?

Characters that keep their eyes closed pop up from time to time in anime... but what the hell does it mean?

Examples:

I think that its just easier to animate such a characters, or maybe they are blind?

^ that or simply bad made or they want to save the "eye-moments" for some special occasions

i guess it should look cool or eyes do not suite the drawing XD

They are too lazy to open their eyes and can see enough through the slits.

But it is probably to bring more variety among the characters.

To simply put it its is because THEY ARE BOSS. Thats all there is to it.
