Well, each char has their own different powers... I could easily argue that Arcueid can be the strongest, but then again she got sliced into 17 pieces by Shiki with Chokushi no Magan easily.

On the other hand, seems to me that the only guys who could shoot laser beams (kamehameha) out of their hands are the guy from DBZ. Even Gintoki wanted to do that! Thus, the definition of strongest differs from anime to anime, you can't just categorize 'em in simple terms like 'strongest'. So I say..
