Sonozaki Shion (Higurashi)

I agree with Okita Sogo from Gintama but I would also like to add Hiruma Youichi from Eyeshield-21 and Agito/Akito from Air Gear (his older brother not withstanding).

Satsukitane Mikako(Sora No Otoshimono) she was just evil

Izaya Orihara (Durarara) One of the best anime's ever, the guys so evil he practically ran the whole plot of the anime by being evil, planning drama and tricking people he's a boss.
