Who's this?

I found this image on the net and I was wondering who is she.
Perhaps it's one of those characters non related to any manga or anime?

I thought about her, but Isayama Yomi has black hair...
And she wears a different uniform (I know that in the end that's not too important).
I don't know if her sword had a tail like that one, I might go check that up.
