Anime dvds?

Recently I've started buying animes that I like on bluray but there is some stuff I cant get on bluray yet and I was wondering what are anime dvds like in the following areas.

1. Do the subtitles upscale or do they look bad on a hdtv
2. Are anime dvds encoded to 24fps like blurays to avoid stuttery panning shots or not
3. Is the compression noticable when played back on a hdtv (samsung 42")
4. Lastly which version would be better to get of the following in ragards the above, Code Geass, One Piece, Gurren Lagann, Baccano and Durarara

any really, I live in Ireland so I could get pal dvds but I've heard nstc dvds are better, + Id be playing them on my ps3(pal) or pc(nstc)
