What you are asking for will always result in a personal and bias answer, just so you know.

That aside, I think you would be interested to look into the following anime series that have interesting artwork:
> Bakemonogatari
> Ef - A tale of Memories (Season 1)
> Ef - A tale of Melodies (Season 2)
> Katanagatari
> Clannad
> Code Geass

And just for the heck of it, check out
> Skip Beat
While you're at it =P

Hope this helps out ^_^

Bakemonogatari was shot so creatively at times even I was like WHOOOOOA.

Full Metal Panic Fumoffu and TSR also have very well done visuals.

Thanks Weika and Drah for the awesome sigs

Gundam Unicorn OVA 1 quality just blew me away.
As for quality animation movies, Sword of the Stranger and more recently Fate Stay Night Unlimited Blade Works. Other than that Ghost in the Shell blu-rays, and Darker Than Black Season 2... I'm sure there's many more I'm not thinking of at the moment.

But man thinking about it, Ghost in the Shell was some quality shit. Even years later it looks very detailed and overall awesome, especially on blu-ray (I wonder if they remastered it or it was just that detailed the first time around...).
As for the new releases I can't think of anything better quality that Gundam Unicorn, although Fate/Stay Night movie was very good too...

Edit: Just remembered that Full Metal Alchemist: Brotherhood was excellent animation quality too.
Edit 2: Keep thinking of more. Howl's Moving Castle was very impressive for it's time too. There have been many masterpieces out there in terms of quality animation and story (usually they go hand-in-hand).

They all have their best moments. Since the animation styles might differ, some definitely very unique and innovative in that department, I find it really hard to say if one anime is "better" animated than the other. Of course, I have a list of anime that I like, but I really torn apart if I have to give a "best visual award".

Best visuals? You mean like in the episode of Cowboy Bebop when everyone was on 'shrooms?
