I think the winner should be able to choose the genre as well as the theme (Unless the person doesn't want to of course, then one of the admins might choose a genre and theme).
Maybe start the first competition with fantasy(Genre) and freestyle(Theme), to keep it simple at the beginning.
Hmmm as a prize... Maybe receive a small winner medal or something?
I would make it monthly, since you need to think and come up with a good story.
So as officials: vanteya37, Verlaine (but apparantly he's leaving soon), Nygus-sama? and ...
Also a Hall of Fame would be good.
