It isn't a filler. It's chapter 0.8. I really liked this chapter. There's something really sentimental about it, like how Ichigo is changing people's lives as he changes himself, but sometimes one never really notices what difference once had made. I hope they animate chapter 25.2 as well! I wonder if they are filling up the episodes with all those short Bleach side stories KT-sensei drew... I’m so happy they animated it. It isn’t a filler.
