Actually you can also put HD video format in HD. It just isn’t usal and that for good reason.
And AoT currently doesn’t have a HD on their IRC.
Regarding delays: From what I read on other sites one of the delay reasons is partly also the quality of the TV station where it airs first, before it airs on another one three days or so later.

Regarding what took them so long: I would guess: Easter.
